Helping Our People in Emergencies
 

The year 2000 saw the beginning of a new program for the Council of Churches.  Addressing a need clergy in our community had identified numerous times, the coordination of emergency funds to individuals and families in genuine crises, the H.O.P.E (Helping Our People in Emergencies) program was initiated.  Participating congregations may refer individuals with extreme needs to H.O.P.E. Our H.O.P.E staff assists through advocacy, referral and direct assistance in cases threatening life and health.   Project H.O.P.E. is a vibrant example of churches working together to meet a need that individually can't be effectively addressed.

Recently a meeting was held at the Council of Churches to determine the future of Project HOPE. What emerged from this is a general desire for us to continue Project HOPE, but the way it is accessed and funded is in need of updating.
 
Here is how the prgram is to work. A person comes to a congregation looking for help in an emergency situation. Someone from the pastoral staff refers the person to us and agrees to do follow-up. We will look up the person in our central database to make sure that they have not received funds for an emergency recently. We will provide vouchers for clothing or food, donated personal care items, diapers, life sustaining perscriptions, assistance with heat or electric bills (we will pay a heat or electric bill one time per year). We will not pay phone bills, gasoline purchases, automobile insurance, bus tickets, moving expenses or any bill that is not considered an emergency.
 
We will require that any congregation that wishes to participate in the program give a minimum of $250 into the pool. If a congregation is unable to give the minimum but still wishes to participate, we will consider it on a case-by-case basis. These participating congregations will be listed on the on the web page. No referrals will be accepted from congregations that are not listed on the website or who are not participating in the program.
 
The Broome County Council of Churches will donate staff time and our financial record keeping. In other words, there is no overhead charge for this program. It is designed to help ministers and congregations to do a benevolence ministry in a responsible yet caring way.
 
If your congregation would like to participate, please send a check made out to the Broome County Council of Churches accompanied by a letter indicating the amount given to Project HOPE, or with Project HOPE written on the memo line of the check.
